feat(ModularBot): anti-surfer gun + wave-surf movement module

- Anti-surfer gun: inverse GF targeting for wave-surfing enemies
- Wave-surf movement: danger histogram dodge (not wired yet, needs movement selector)
- 7 guns total, battle-tested
