What to build

part-of: #99

Update the ANN from 91→8→1 (one hidden layer, 745 weights) to 91→16→8→1 (two hidden layers, ~1625 weights) with tanh activation. Add Hidden1Dim=16, Hidden2Dim=8 consts, recompute NumWeights. Update forward() for the two-layer pass. All consumers of NumWeights should automatically pick up the new const.

Acceptance criteria

  • ANN architecture is 91→16→8→1 with tanh activation on both hidden layers
  • Hidden1Dim, Hidden2Dim defined as compile-time consts
  • NumWeights recomputed to ~1625
  • forward() performs two-layer pass and produces deterministic output for known weights + input
  • Self-check passes: known weights + known input → expected output
  • Bot compiles and existing GA evolution still runs with the new network shape
