Question

Each tick, run the current champion network on the sliding window input. Get GF and power output. Aim at bearing + GF × MEA. Fire with the output power when gun heat = 0 and energy ≥ power. Skip firing otherwise. On cold start (no saved weights), initialize champion randomly and fire immediately.
